Executive & SecOps Summary

SECOPS ASSESSMENT
Affected Scope

Cisco IOS XE Software with the Web UI feature enabled on network devices

Impact

An authenticated, remote attacker can exploit insufficient input validation to inject arbitrary commands into the underlying operating system with root privileges, leading to complete system compromise

Mitigation

Immediately disable the Web UI feature or upgrade to the latest patched Cisco IOS XE software release

Affected Products & Version Scope

All Cisco IOS XE devices with the Web UI feature (ip http server or ip http secure-server) enabled and running unpatched software versions

Remediation & Live Workaround Commands

PATCH & WORKAROUND

1. Official Patch & Version Upgrade Commands

Refer to the Cisco Security Advisory to identify and download the fixed software release for your specific hardware platform. Use the CLI to verify the current version and perform the upgrade.

bash
# Verify current IOS XE version and Web UI status
show version | include Software
show running-config | include ip http server|secure-server

# Download the patched image via TFTP and update boot variables
copy tftp: flash:cat9k_iosxe.17.09.04a.SPA.bin
configure terminal
 boot system flash:cat9k_iosxe.17.09.04a.SPA.bin
 end
write memory
reload

2. Temporary Workaround & Hardening Configuration

If patching cannot be applied immediately, disable the Web UI service to eliminate the attack vector. If the Web UI is strictly required, restrict access using an Access Control List (ACL) to trusted management IP addresses only.

bash
# Step 1: Disable the Web UI services immediately (Recommended Workaround)
configure terminal
 no ip http server
 no ip http secure-server
 end
write memory

# Step 2: (Optional) Restrict Web UI access to trusted management subnets
ip access-list standard MGMT_HOSTS
 permit 10.10.10.0 0.0.0.255
 deny any log
exit

configure terminal
 ip http access-class MGMT_HOSTS
 ip http secure-active-session-filter MGMT_HOSTS
 end
write memory

3. Log Audit & IoC Verification Commands

Inspect the device configuration and logs for unauthorized local user accounts or suspicious command execution attempts.

bash
# Check for unauthorized local user accounts
show running-config | include username

# Audit system logs for suspicious configuration changes or logins
show logging | include %SYS-5-CONFIG_I|%SEC_LOGIN

# Inspect the file system for unexpected files or potential web shells
dir webui:
dir bootflash: | include .sh|.py

Technical Root Cause & Exploitation Mechanics

1. Vulnerability Overview & Root Cause

This vulnerability (CVE-2023-20273) is an OS command injection vulnerability located in the Web UI (HTTP/HTTPS server feature) of Cisco IOS XE Software. The root cause is insufficient input validation of user-supplied data processed by the Web UI components. When the application constructs system commands using unvalidated inputs, an attacker can manipulate the input to execute arbitrary OS commands.

2. Exploitation Mechanics & Attack Scenario

To exploit this vulnerability, an attacker must have an authenticated session on the Web UI. In real-world active campaigns, this vulnerability was chained with a privilege escalation vulnerability (such as CVE-2023-20198) which allowed unauthorized attackers to create high-privilege accounts and subsequently execute arbitrary commands with root privileges via CVE-2023-20273. By sending crafted HTTP requests containing shell metacharacters (e.g., ';', '|') to the Web UI, the attacker bypasses input filters and forces the underlying Linux shell to execute malicious payloads.

3. Infrastructure & Business Impact

Cisco IOS XE is widely deployed across enterprise and data center environments on critical routers, switches, and wireless controllers. A successful exploit allows full administrative control (root access) over the core network infrastructure. Attackers can intercept network traffic, establish persistent backdoors, and pivot laterally into internal networks. Given its inclusion in the CISA KEV catalog and active exploitation in the wild, this vulnerability poses an extreme risk to organizational infrastructure and business continuity.

Official Vendor Advisories & References

NVD Original English Description

A vulnerability in the web UI feature of Cisco IOS XE Software could allow an authenticated, remote attacker to inject commands with the privileges of root. This vulnerability is due to insufficient input validation. An attacker could exploit this vulnerability by sending crafted input to the web UI. A successful exploit could allow the attacker to inject commands to the underlying operating system with root privileges.
