Cisco IOS XE Web UI Remote Privilege Escalation and System Compromise (CVE-2023-20198)
Executive & SecOps Summary
SECOPS ASSESSMENTCisco IOS XE Software with the Web UI feature enabled and exposed to the internet
Unauthenticated remote attackers can bypass authentication to create a local user with Privilege 15 access, subsequently elevating to root to install a persistent malicious implant
Immediately disable the Web UI (HTTP/HTTPS Server) feature or restrict access to trusted management networks, and upgrade to the recommended fixed software releases
Affected Products & Version Scope
Remediation & Live Workaround Commands
PATCH & WORKAROUND1. Official Patch & Version Upgrade Commands
Refer to the Cisco Security Advisory to identify and download the appropriate fixed release for your specific hardware platform.
# Example: Downloading and installing the recommended IOS XE image via TFTP
Router# copy tftp: flash:
Address or name of remote host? 192.168.1.100
Source filename? cat9k_iosxe.17.09.04a.SPA.bin
Destination filename [cat9k_iosxe.17.09.04a.SPA.bin]?
# Configure boot path and save configuration
Router(config)# boot system flash:cat9k_iosxe.17.09.04a.SPA.bin
Router(config)# end
Router# write memory
Router# reload2. Temporary Workaround & Hardening Configuration
If patching cannot be applied immediately, disable the Web UI feature to eliminate the attack surface.
# Disable both HTTP and HTTPS servers globally
Router# configure terminal
Router(config)# no ip http server
Router(config)# no ip http secure-server
Router(config)# end
Router# write memoryIf the Web UI is strictly required for operations, restrict access using an Access Control List (ACL).
# Define an ACL restricting access to trusted management subnets (e.g., 10.10.10.0/24)
Router(config)# ip access-list standard MGMT_ACL
Router(config-std-nacl)# permit 10.10.10.0 0.0.0.255
Router(config-std-nacl)# deny any log
Router(config-std-nacl)# exit
# Apply the ACL to the HTTP/HTTPS server configuration
Router(config)# ip http access-class MGMT_ACL
Router(config)# end
Router# write memory3. Log Audit & IoC Verification Commands
Inspect the device configuration and logs to detect unauthorized accounts or potential exploitation attempts.
# 1. Check for unauthorized Privilege 15 local user accounts
Router# show run | include username
# 2. Audit configuration changes and login events in system logs
Router# show logging | include %SYS-5-CONFIG_I|%SEC_LOGIN
# 3. External curl check to detect the presence of the malicious implant (Run from an external terminal)
# If infected, the response will return a specific hexadecimal string.
$ curl -k -X POST https://[DEVICE_IP]/webui/logout -d '{"test":"test"}'Stop Exposing VPN Ports to the Internet — Switch to Zero-Trust Access
Eliminate public-facing VPN concentrators and firewall management ports with identity-first Zero-Trust Network Access.
Technical Root Cause & Exploitation Mechanics
1. Vulnerability Overview & Root Cause
This vulnerability (CVE-2023-20198) is a critical privilege escalation flaw in the Web UI (HTTP/HTTPS Server) component of Cisco IOS XE Software. Due to insufficient input validation and access control flaws (CWE-420), an unauthenticated remote attacker can craft malicious HTTP requests to bypass authentication mechanisms and execute administrative commands.
2. Exploitation Mechanics & Attack Scenario
In-the-wild attacks observed by Cisco Talos revealed a multi-stage exploitation chain combining two zero-day vulnerabilities: Phase 1 (Initial Access): The attacker exploits CVE-2023-20198 without authentication to issue a command that creates a local user account with Privilege 15 (highest administrative level). Phase 2 (Privilege Escalation): Logging in with this newly created account, the attacker leverages another vulnerability in the Web UI component (CVE-2023-20273) to elevate privileges to root within the underlying Linux operating system. Phase 3 (Implant Deployment): With root access, the attacker writes a non-persistent but highly stealthy implant directly to the file system, enabling persistent backdoor access across sessions.
3. Infrastructure & Business Impact
Cisco IOS XE devices serve as critical backbone infrastructure in enterprise networks, data centers, and carrier environments. Successful exploitation grants complete control over the affected device, allowing attackers to intercept/manipulate network traffic and pivot laterally into internal networks. This vulnerability is actively exploited in the wild, as reflected by its inclusion in the CISA KEV catalog and an EPSS score of 0.9978.
Official Vendor Advisories & References
Cisco is providing an update for the ongoing investigation into observed exploitation of the web UI feature in Cisco IOS XE Software. We are updating the list of fixed releases and adding the Software Checker. Our investigation has determined that the actors exploited two previously unknown issues. The attacker first exploited CVE-2023-20198 to gain initial access and issued a privilege 15 command to create a local user and password combination. This allowed the user to log in with normal user access. The attacker then exploited another component of the web UI feature, leveraging the new local user to elevate privilege to root and write the implant to the file system. Cisco has assigned CVE-2023-20273 to this issue. CVE-2023-20198 has been assigned a CVSS Score of 10.0. CVE-2023-20273 has been assigned a CVSS Score of 7.2. Both of these CVEs are being tracked by CSCwh87343.
