Cisco Secure Firewall Management Center (FMC) Insecure Deserialization Vulnerability (CVE-2026-20131, CVSS 10.0) - Remote Code Execution and Root Privilege Escalation
Executive & SecOps Summary
SECOPS ASSESSMENTWeb-based management interface of Cisco Secure Firewall Management Center (FMC) Software.
Unauthenticated, remote attackers can execute arbitrary Java code with root privileges by sending crafted serialized Java objects.
Apply official Cisco security patches immediately and restrict public internet access to the FMC management interface.
Affected Products & Version Scope
Remediation & Live Workaround Commands
PATCH & WORKAROUND1. Apply Official Security Patches
Refer to the Cisco Security Advisory (cisco-sa-fmc-rce-NKhnULJh) and immediately upgrade to the recommended patched release.
2. Temporary Mitigations & Network Segmentation
If immediate patching is not feasible, implement the following network-level controls:
- Disable Public Access: Ensure the FMC management interface (typically TCP port 443) is not exposed to the public internet.
- Implement Access Control Lists (ACLs): Restrict access to the FMC web interface to trusted administrative subnets or Out-of-Band (OOB) management networks only.
# Example: Restricting access to FMC IP (e.g., 192.168.1.100) on a Cisco ASA/FTD
access-list HTML_ACCESS line 1 permit ip 10.0.0.0 255.255.255.0 host 192.168.1.100
access-list HTML_ACCESS line 2 deny ip any host 192.168.1.100Stop Exposing VPN Ports to the Internet — Switch to Zero-Trust Access
Eliminate public-facing VPN concentrators and firewall management ports with identity-first Zero-Trust Network Access.
Technical Root Cause & Exploitation Mechanics
This vulnerability (CVE-2026-20131) is a critical Insecure Deserialization (CWE-502) flaw residing in the web-based management interface of Cisco Secure Firewall Management Center (FMC).
The root cause is the insecure deserialization of user-supplied Java byte streams. An unauthenticated remote attacker can exploit this by sending a specially crafted serialized Java object to the FMC web interface. During the deserialization process, the payload executes arbitrary code, allowing the attacker to fully compromise the device and elevate privileges to root.
With a CVSS 3.1 score of 10.0 and active exploitation confirmed by its inclusion in the CISA KEV catalog, this vulnerability poses an immediate threat. The attack surface is significantly increased if the FMC management interface is accessible via the public internet.
Official Vendor Advisories & References
A vulnerability in the web-based management interface of Cisco Secure Firewall Management Center (FMC) Software could allow an unauthenticated, remote attacker to execute arbitrary Java code as root on an affected device. This vulnerability is due to insecure deserialization of a user-supplied Java byte stream. An attacker could exploit this vulnerability by sending a crafted serialized Java object to the web-based management interface of an affected device. A successful exploit could allow the attacker to execute arbitrary code on the device and elevate privileges to root. Note: If the FMC management interface does not have public internet access, the attack surface that is associated with this vulnerability is reduced.
