Executive & SecOps Summary

SECOPS ASSESSMENT
Affected Scope

TP-Link Archer AX21 (AX1800) firmware versions prior to 1.1.4 Build 20230219

Impact

Unauthenticated remote attackers can execute arbitrary system commands with root privileges via a specially crafted HTTP POST request

Mitigation

Immediately upgrade to firmware version 1.1.4 Build 20230219 or later, and disable remote WAN management

Affected Products & Version Scope

All TP-Link Archer AX21 (AX1800) routers running firmware versions prior to 1.1.4 Build 20230219

Remediation & Live Workaround Commands

PATCH & WORKAROUND

1. Official Patch & Version Upgrade Commands

The primary remediation is to upgrade the router's firmware to version 1.1.4 Build 20230219 or later. Access the web management console and perform the upgrade as follows:

bash
# [Reference] Access the router's web management interface (default: http://192.168.0.1)
# 1. Navigate to 'Advanced' -> 'System Tools' -> 'Firmware Upgrade'.
# 2. Upload the official patched firmware file (Archer AX21v1_1.1.4_Build20230219 or higher).
# 3. Apply the update and allow the device to reboot.

2. Temporary Workaround & Hardening Configuration

If patching cannot be applied immediately, restrict access to the web management interface from the external WAN interface to mitigate remote exploitation attempts.

bash
# 1. Log in to the Web UI and go to 'Advanced' -> 'System Tools' -> 'Administration'.
# 2. Locate the 'Remote Management' section and ensure it is set to 'Disable'.
# 3. Restrict local access (LAN) to trusted IP addresses only using Access Control Lists (ACLs).

3. Log Audit & IoC Verification Commands

Deploy the following Snort/Suricata IDS signature to detect potential exploitation attempts targeting the vulnerable endpoint in your network traffic.

nginx
# Snort/Suricata IDS/IPS Detection Rule
alert tcp any any -> $HOME_NET (msg:'TP-Link Archer AX21 Command Injection Attempt (CVE-2023-1389)'; flow:established,to_server; content:'POST'; http_method; content:'/cgi-bin/luci'; http_uri; content:'country='; http_client_body; pcre:'/country=[^&]*[;`|]/P'; sid:1000001; rev:1;)

Technical Root Cause & Exploitation Mechanics

1. Vulnerability Overview & Root Cause

This vulnerability (CVE-2023-1389) is a critical command injection flaw (CWE-77) located within the /cgi-bin/luci;stok=/locale endpoint of the TP-Link Archer AX21 (AX1800) web management interface. The root cause lies in the lack of proper input validation and sanitization of the country parameter during write operations in the country form, which is subsequently passed directly into a system call to popen().

2. Exploitation Mechanics & Attack Scenario

An unauthenticated attacker can exploit this vulnerability by sending a crafted HTTP POST request to the vulnerable locale configuration endpoint. By embedding shell metacharacters (such as ';', '', or '|') along with malicious payloads inside the country parameter, the input is concatenated into the command string executed by popen(). Because this endpoint does not require prior authentication, the injected commands are executed with the highest privileges (root`), leading to complete device compromise.

3. Infrastructure & Business Impact

Since this vulnerability allows unauthenticated remote code execution (RCE) and has been actively exploited in the wild by botnets (such as Mirai) for DDoS campaigns, it is listed in the CISA KEV catalog. Compromising a gateway device like a router allows attackers to establish a foothold, perform lateral movement within the internal network, sniff sensitive traffic, or conduct DNS hijacking, posing a severe threat to both enterprise and consumer environments.
