Executive & SecOps Summary
SECOPS ASSESSMENTCisco Small Business RV320 and RV325 Dual Gigabit WAN VPN Routers
An authenticated, remote attacker with administrative privileges can execute arbitrary commands as root on the underlying Linux shell by sending malicious HTTP POST requests
Immediately apply the official firmware updates released by Cisco and restrict access to the web-based management interface
Affected Products & Version Scope
Remediation & Live Workaround Commands
PATCH & WORKAROUND1. Official Patch & Version Upgrade Commands
Cisco has released official firmware updates to address this vulnerability. Administrators should download the appropriate firmware and apply the update via CLI or the web GUI.
# Example CLI commands to download and apply the firmware update via TFTP
# (Adjust parameters based on your specific network environment)
copy tftp://192.168.1.100/RV320_RV325_Latest_Firmware.bin system:firmware
write memory
reload2. Temporary Workaround & Hardening Configuration
If immediate patching is not feasible, disable remote management from the WAN interface and restrict access to trusted internal IP addresses using Access Control Lists (ACLs).
# Disable HTTP/HTTPS server on untrusted interfaces
no ip http server
no ip http secure-server
# Restrict web management access to a specific management subnet (e.g., 192.168.10.0/24)
ip http access-class 10
access-list 10 permit 192.168.10.0 0.0.0.255
access-list 10 deny any3. Log Audit & IoC Verification Commands
Inspect web server logs for suspicious HTTP POST requests containing command injection payloads.
# Search web access logs for common command injection characters and patterns
grep -Ei '(\;|\||\&\&|\`|\$\()' /var/log/nginx/access.log /var/log/lighttpd/access.log 2>/dev/null
# Verify the current running firmware version of the router
show version | grep -i 'firmware'Stop Exposing VPN Ports to the Internet — Switch to Zero-Trust Access
Eliminate public-facing VPN concentrators and firewall management ports with identity-first Zero-Trust Network Access.
Technical Root Cause & Exploitation Mechanics
1. Vulnerability Overview & Root Cause
This vulnerability (CVE-2019-1652) is an OS command injection flaw located in the web-based management interface of Cisco Small Business RV320 and RV325 Dual Gigabit WAN VPN Routers. The root cause of this vulnerability is improper validation of user-supplied input passed through HTTP POST requests. Because the web interface fails to sanitize input parameters before passing them to system shells, it leads to Input Validation (CWE-20) and Command Injection (CWE-78) vulnerabilities.
2. Exploitation Mechanics & Attack Scenario
To exploit this vulnerability, an attacker must first obtain authenticated administrative privileges on the target device. Once authenticated, the attacker crafts and sends a malicious HTTP POST request to the web-based management interface. By embedding shell metacharacters (such as ';', '&&', or '|') along with arbitrary Linux commands into the request parameters, the attacker forces the underlying operating system to execute those commands with root privileges.
3. Infrastructure & Business Impact
Since these devices function as gateway VPN routers for small business networks, a successful compromise poses a severe threat to the entire internal infrastructure. An attacker with root access can intercept network traffic, alter VPN configurations, or pivot to other internal systems. Given its inclusion in the CISA KEV catalog and an EPSS score of 0.9592, this vulnerability is highly targeted and actively exploited in the wild.
Official Vendor Advisories & References
A vulnerability in the web-based management interface of Cisco Small Business RV320 and RV325 Dual Gigabit WAN VPN Routers could allow an authenticated, remote attacker with administrative privileges on an affected device to execute arbitrary commands. The vulnerability is due to improper validation of user-supplied input. An attacker could exploit this vulnerability by sending malicious HTTP POST requests to the web-based management interface of an affected device. A successful exploit could allow the attacker to execute arbitrary commands on the underlying Linux shell as root. Cisco has released firmware updates that address this vulnerability.
