Cisco Small Business RV Series Routers Remote Command Execution Vulnerability Analysis and Mitigation Guide (CVE-2019-15271)
Executive & SecOps Summary
SECOPS ASSESSMENTWeb-based management interface of certain Cisco Small Business RV Series Routers (including RV110W, RV130, RV130W, RV215W).
An authenticated, remote attacker with valid credentials or an active session token can execute arbitrary commands with root privileges.
Apply the official firmware updates from the vendor, or disable remote WAN management and restrict access to the web interface.
Affected Products & Version Scope
Remediation & Live Workaround Commands
PATCH & WORKAROUND1. Official Patch & Version Upgrade Commands
Cisco has released firmware updates that address this vulnerability. Administrators should download the appropriate firmware from the Cisco Software Center and apply it. Below is an example of upgrading the firmware via TFTP on the device CLI:
# Download and apply the secure firmware image from a local TFTP server
# (Modify the filename and IP address to match your environment)
tftp -g -r rv130_fw_1.0.3.55.bin 192.168.1.100
write firmware rv130_fw_1.0.3.55.bin
reboot2. Temporary Workaround & Hardening Configuration
If patching cannot be applied immediately, disable remote management from the WAN interface and restrict access to the web management interface to trusted internal IP addresses.
# Block incoming web management traffic (HTTP/HTTPS) from the WAN interface (e.g., eth0)
iptables -A INPUT -i eth0 -p tcp --dport 80 -j DROP
iptables -A INPUT -i eth0 -p tcp --dport 443 -j DROP
# Allow web management access only from a trusted administrator IP (e.g., 192.168.1.50)
iptables -I INPUT -s 192.168.1.50 -p tcp --dport 443 -j ACCEPT3. Log Audit & IoC Verification Commands
Inspect the system logs for suspicious HTTP POST requests, unauthorized session creations, or unexpected command executions, and verify the current firmware version.
# Audit system logs for web server activity and session anomalies
grep -E 'httpd|web|session' /var/log/messages | tail -n 50
# Verify the current running firmware version of the device

Technical Root Cause & Exploitation Mechanics
1. Vulnerability Overview & Root Cause
This vulnerability (CVE-2019-15271) exists in the web-based management interface of certain Cisco Small Business RV Series Routers. The root cause is the lack of proper input validation of the HTTP payload received by the web server. When processing user-supplied data, the application fails to sanitize special characters or shell metacharacters, allowing them to be passed directly to the underlying operating system shell.
2. Exploitation Mechanics & Attack Scenario
To exploit this vulnerability, an attacker must first obtain valid credentials or an active session token to authenticate to the target device. Once authenticated, the attacker sends a crafted HTTP request containing malicious payloads to the web-based management interface. Due to the lack of input validation, the web server executes the embedded commands, granting the attacker arbitrary command execution with root privileges.
3. Infrastructure & Business Impact
This vulnerability is listed in the CISA Known Exploited Vulnerabilities (KEV) catalog, indicating active exploitation in the wild. Successful exploitation allows complete compromise of the router with root privileges. Attackers can intercept network traffic, manipulate DNS settings, compromise VPN tunnels, or use the compromised device as a pivot point to launch further attacks into the internal corporate network.
Official Vendor Advisories & References
A vulnerability in the web-based management interface of certain Cisco Small Business RV Series Routers could allow an authenticated, remote attacker to execute arbitrary commands with root privileges. The attacker must have either a valid credential or an active session token. The vulnerability is due to lack of input validation of the HTTP payload. An attacker could exploit this vulnerability by sending a malicious HTTP request to the web-based management interface of the targeted device. A successful exploit could allow the attacker to execute commands with root privileges.
