Executive & SecOps Summary

SECOPS ASSESSMENT
Affected Scope

Apache ActiveMQ 5.x before 5.14.0 with the Fileserver web application enabled

Impact

Unauthenticated remote attackers can upload and execute arbitrary JSP files via HTTP PUT and MOVE requests, leading to complete system compromise

Mitigation

Upgrade Apache ActiveMQ to version 5.14.0 or later, or disable the Fileserver web application in the jetty.xml configuration

Affected Products & Version Scope

All Apache ActiveMQ 5.x versions prior to 5.14.0 where the Fileserver application is enabled

Remediation & Live Workaround Commands

PATCH & WORKAROUND

1. Official Patch & Version Upgrade Commands

The recommended remediation is to upgrade Apache ActiveMQ to version 5.14.0 or later. Below are the commands to upgrade ActiveMQ on a Linux environment.

bash
# Stop the running ActiveMQ service
sudo systemctl stop activemq

# Download and extract the latest secure version (e.g., 5.18.x recommended)
wget https://archive.apache.org/dist/activemq/5.18.3/apache-activemq-5.18.3-bin.tar.gz
tar -zxvf apache-activemq-5.18.3-bin.tar.gz

# Backup the old directory and replace it with the new version
sudo mv /opt/activemq /opt/activemq_backup
sudo mv apache-activemq-5.18.3 /opt/activemq

# Restart the service
sudo systemctl start activemq

2. Temporary Workaround & Hardening Configuration

If an immediate upgrade is not feasible, disable the vulnerable Fileserver application by editing the conf/jetty.xml file.

xml
<!-- Locate and comment out or remove the fileserverWebapp bean in conf/jetty.xml -->
<!--
<bean id="secHandlerCollection" class="org.eclipse.jetty.server.handler.HandlerCollection">
    <property name="handlers">
        <list>
            <ref bean="fileserverWebapp" />
        </list>
    </property>
</bean>
-->

3. Log Audit & IoC Verification Commands

Use the following commands to inspect ActiveMQ logs and directories for signs of exploitation.

bash
# Scan Jetty logs for suspicious HTTP PUT or MOVE requests
echo '[*] Scanning logs for PUT/MOVE methods...'
grep -Ei 'PUT|MOVE' /opt/activemq/data/jetty.log

# Scan the webapps directory for unauthorized JSP files
echo '[*] Scanning for unexpected JSP files...'
find /opt/activemq/webapps/ -name '*.jsp' ! -name 'index.jsp' ! -name 'login.jsp'

Technical Root Cause & Exploitation Mechanics

1. Vulnerability Overview & Root Cause

This vulnerability exists in the Fileserver web application of Apache ActiveMQ due to insufficient input validation and lack of authorization checks when handling HTTP PUT and MOVE methods. The Fileserver was designed to facilitate file uploads and downloads, but it fails to restrict file execution permissions or prevent files from being moved into arbitrary directories, including the web root.

2. Exploitation Mechanics & Attack Scenario

An attacker can achieve Remote Code Execution (RCE) through a two-step request sequence: 1) HTTP PUT Request: The attacker uploads a malicious JSP web shell payload to a temporary directory (e.g., /fileserver/). At this stage, the file is uploaded but cannot be executed directly. 2) HTTP MOVE Request: The attacker then sends an HTTP MOVE request to relocate the uploaded JSP file from the temporary directory to a directory with execution privileges, such as the admin console directory (e.g., /admin/ or /api/). Once moved, the attacker accesses the JSP file via a web browser or HTTP client to execute arbitrary OS commands on the host.

3. Infrastructure & Business Impact

With a CVSS score of 9.8 (Critical) and its inclusion in the CISA KEV catalog, this vulnerability represents a severe threat actively exploited in the wild. Successful exploitation allows attackers to execute arbitrary commands with the privileges of the ActiveMQ process (often root or Administrator). This can lead to lateral movement, data exfiltration, ransomware deployment, and complete infrastructure compromise.
