Zoho ManageEngine Multiple On-Premise Products SAML XML Signature Verification Remote Code Execution (RCE) Advisory (CVE-2022-47966)
Executive & SecOps Summary
SECOPS ASSESSMENTZoho ManageEngine on-premise products with SAML SSO configured or previously enabled (e.g., ServiceDesk Plus through 14003, ADSelfService Plus through 6210, Endpoint Central through 10.1.2228.10)
Unauthenticated remote attackers can execute arbitrary code with SYSTEM/Administrator privileges by sending a specially crafted SAML response containing malicious XSLT payloads
Immediately upgrade the affected ManageEngine products to the latest patched versions, or temporarily disable SAML SSO and restrict access to SAML endpoints
Affected Products & Version Scope
Remediation & Live Workaround Commands
PATCH & WORKAROUND1. Official Patch & Version Upgrade Commands
Administrators must upgrade their ManageEngine installations to the latest secure build. Below is an example of how to safely stop the ServiceDesk Plus service on Linux to prepare for the upgrade.
# Stop the ManageEngine ServiceDesk Plus service
cd /opt/ManageEngine/ServiceDesk/bin
sudo ./shutdown.sh
# Verify the current build version to confirm patch eligibility
cat /opt/ManageEngine/ServiceDesk/bin/product.info | grep -i 'build'2. Temporary Workaround & Hardening Configuration
If patching cannot be applied immediately, disable SAML SSO or restrict access to the SAML endpoints using a reverse proxy like Nginx.
# Nginx configuration to block external access to SAML endpoints
server {
listen 443 ssl;
server_name manageengine.company.com;
# Block external access to SAML endpoints while allowing internal IPs
location ~* /(.*SAML.*|.*Saml.*|.*saml.*) {
allow 10.0.0.0/8;
allow 192.168.0.0/16;
deny all;
proxy_pass http://127.0.0.1:8080;
}
}3. Log Audit & IoC Verification Commands
Use the following PowerShell script to inspect Windows-based ManageEngine environments for suspicious child processes spawned by the Java process, which may indicate successful exploitation.
# Check for suspicious child processes (cmd.exe, powershell.exe) spawned by Java
Get-CimInstance Win32_Process | Where-Object {
$_.ParentProcessId -and
(Get-Process -Id $_.ParentProcessId -ErrorAction SilentlyContinue).Name -eq 'java'
} | Select-Object ProcessId, Name, CommandLine, @{n='ParentName';e={(Get-Process -Id $_.ParentProcessId).Name}}Block Exploits Instantly with Managed Virtual Patching Rules
Can't patch production immediately? Deploy managed WAF rules at the edge to intercept RCE, SQLi, and deserialization payloads before they hit your origin server.
Technical Root Cause & Exploitation Mechanics
1. Vulnerability Overview & Root Cause
This vulnerability exists in multiple Zoho ManageEngine on-premise products due to the integration of an outdated XML security library, Apache Santuario xmlsec (XML Security for Java) version 1.4.1. By design in this version, the xmlsec XSLT features delegate the responsibility of enforcing security protections to the calling application. Because the ManageEngine applications failed to implement these necessary security controls, they remained vulnerable to arbitrary XSLT execution during XML signature verification.
2. Exploitation Mechanics & Attack Scenario
An attacker exploits this vulnerability by targeting the SAML Single Sign-On (SSO) authentication flow. The attacker crafts a malicious SAML Response containing a <ds:Signature> element with an embedded XSLT transform (<ds:Transform Algorithm='http://www.w3.org/1999/XSL/Transform'>). When the ManageEngine server attempts to verify the signature of the SAML assertion, the Apache Santuario library processes the malicious XSLT payload. This triggers arbitrary Java code execution (e.g., via java.lang.Runtime.getRuntime().exec()) on the host operating system without requiring any prior authentication.
3. Infrastructure & Business Impact
With a CVSS score of 9.8 and its inclusion in the CISA KEV catalog, this vulnerability represents an extreme risk. Successful exploitation grants the attacker full administrative control over the ManageEngine server. Since these servers typically manage critical enterprise infrastructure (such as Active Directory, endpoints, and passwords), compromise can lead to domain-wide lateral movement, ransomware deployment, and catastrophic data exfiltration.
Official Vendor Advisories & References
Multiple Zoho ManageEngine on-premise products, such as ServiceDesk Plus through 14003, allow remote code execution due to use of Apache Santuario xmlsec (aka XML Security for Java) 1.4.1, because the xmlsec XSLT features, by design in that version, make the application responsible for certain security protections, and the ManageEngine applications did not provide those protections. This affects Access Manager Plus before 4308, Active Directory 360 before 4310, ADAudit Plus before 7081, ADManager Plus before 7162, ADSelfService Plus before 6211, Analytics Plus before 5150, Application Control Plus before 10.1.2220.18, Asset Explorer before 6983, Browser Security Plus before 11.1.2238.6, Device Control Plus before 10.1.2220.18, Endpoint Central before 10.1.2228.11, Endpoint Central MSP before 10.1.2228.11, Endpoint DLP before 10.1.2137.6, Key Manager Plus before 6401, OS Deployer before 1.1.2243.1, PAM 360 before 5713, Password Manager Pro before 12124, Patch Manager Plus before 10.1.2220.18, Remote Access Plus before 10.1.2228.11, Remote Monitoring and Management (RMM) before 10.1.41. ServiceDesk Plus before 14004, ServiceDesk Plus MSP before 13001, SupportCenter Plus before 11026, and Vulnerability Manager Plus before 10.1.2220.18. Exploitation is only possible if SAML SSO has ever been configured for a product (for some products, exploitation requires that SAML SSO is currently active).
