SaltStack Salt Unauthenticated Remote Code Execution (RCE) Vulnerability Analysis (CVE-2020-11651)
Executive & SecOps Summary
SECOPS ASSESSMENTSaltStack Salt versions before 2019.2.4 and 3000 before 3000.2
Unauthenticated remote attackers can bypass authentication via the ClearFuncs class to retrieve master tokens or execute arbitrary commands on connected salt minions
Immediately upgrade SaltStack to patched versions (2019.2.4, 3000.2, or higher) and restrict access to salt-master ports (4505, 4506)
Affected Products & Version Scope
Remediation & Live Workaround Commands
PATCH & WORKAROUND1. Official Patch & Version Upgrade Commands
Use the system package manager to upgrade the Salt packages to the latest secure versions.
# For Debian/Ubuntu-based systems
sudo apt-get update
sudo apt-get install --only-upgrade salt-master salt-minion -y
# For RHEL/CentOS-based systems
sudo yum update salt-master salt-minion -y
# Restart the Salt services
sudo systemctl restart salt-master
sudo systemctl restart salt-minion2. Temporary Workaround & Hardening Configuration
If patching cannot be applied immediately, restrict access to the salt-master ports (4505 and 4506) using a firewall, allowing connections only from trusted minion IPs.
# Block external access by default (using UFW)
sudo ufw default deny incoming
# Allow access to ports 4505 and 4506 only from trusted IP ranges
sudo ufw allow from 192.168.1.0/24 to any port 4505 proto tcp
sudo ufw allow from 192.168.1.0/24 to any port 4506 proto tcp
sudo ufw reload3. Log Audit & IoC Verification Commands
Verify the currently running Salt version and inspect the master logs for unauthorized ClearFuncs calls or root key access attempts.
# Check the installed Salt version
salt --version
# Search for suspicious ClearFuncs or root_key access in the master logs
grep -i 'ClearFuncs' /var/log/salt/master
grep -i 'root_key' /var/log/salt/masterDetect Container Escape & Privilege Escalation Across Your Kubernetes Fleet

Technical Root Cause & Exploitation Mechanics
1. Vulnerability Overview & Root Cause
This vulnerability (CVE-2020-11651) is a critical authentication bypass and remote code execution (RCE) flaw within the salt-master process of SaltStack Salt. The salt-master utilizes ZeroMQ to communicate with its minions, where the ClearFuncs class is designed to handle unauthenticated requests. However, a severe design flaw exists where the ClearFuncs class fails to properly validate and restrict method calls, allowing remote unauthenticated users to invoke sensitive internal methods directly.
2. Exploitation Mechanics & Attack Scenario
An attacker can exploit this vulnerability by sending specially crafted ZeroMQ messages to the salt-master control port (typically port 4506). Because the ClearFuncs class processes these messages without verifying authorization, the attacker can:
- Call the
_prep_auth_info()method to retrieve the master's local user tokens and the root key. - Leverage the retrieved root key to call the
_send_pub()method, which publishes arbitrary shell commands to all connectedsalt-minioninstances to be executed with root privileges.
This process requires no user interaction or valid credentials, making it highly susceptible to automated exploitation.
3. Infrastructure & Business Impact
With a CVSS score of 9.8 and its inclusion in the CISA KEV catalog, this vulnerability represents an extreme risk to enterprise environments. Successful exploitation grants the attacker complete administrative control over the entire infrastructure managed by the compromised Salt master. This can lead to widespread ransomware deployment, data exfiltration, unauthorized resource utilization (e.g., cryptomining), and lateral movement across internal networks.
Official Vendor Advisories & References
An issue was discovered in SaltStack Salt before 2019.2.4 and 3000 before 3000.2. The salt-master process ClearFuncs class does not properly validate method calls. This allows a remote user to access some methods without authentication. These methods can be used to retrieve user tokens from the salt master and/or run arbitrary commands on salt minions.
Frequently Asked SecOps Questions (CVE-2020-11651)
FAQQ1. How critical is CVE-2020-11651 and is it actively exploited in the wild?
