Executive & SecOps Summary

SECOPS ASSESSMENT
Affected Scope

Cisco IOS and IOS-XE network devices with active SNMP services and exposed valid credentials (community strings or SNMPv3 user credentials).

Impact

An authenticated, remote attacker can send crafted SNMP packets to trigger a buffer overflow, leading to a system reload or arbitrary remote code execution (RCE) with full administrative control.

Mitigation

Apply official Cisco software patches immediately, or restrict SNMP access using Infrastructure ACLs and enforce complex community strings as a temporary workaround.

Affected Products & Version Scope

All versions of Cisco IOS and IOS-XE software with SNMP enabled (affecting SNMP versions 1, 2c, and 3).

Remediation & Live Workaround Commands

PATCH & WORKAROUND

1. Official Patch & Version Upgrade Commands

Upgrade your Cisco IOS/IOS-XE image to the latest recommended release via the Cisco Software Center. Below is an example of upgrading the image using a TFTP server.

bash
! Verify current running version and available flash space
show version
show flash:

! Download the patched IOS image from the TFTP server
copy tftp: flash:
! Address or name of remote host? 192.168.1.100
! Source filename? c3900e-universalk9-mz.SPA.157-3.M9.bin
! Destination filename [c3900e-universalk9-mz.SPA.157-3.M9.bin]?

! Configure the boot system path and save configuration
configure terminal
 no boot system
 boot system flash c3900e-universalk9-mz.SPA.157-3.M9.bin
 end
write memory
reload

2. Temporary Workaround & Hardening Configuration

If patching cannot be performed immediately, disable SNMP entirely or restrict SNMP access to trusted management hosts using an Access Control List (ACL).

bash
configure terminal
! Option 1: Disable SNMP completely if not required
no snmp-server

! Option 2: Restrict SNMP access using an ACL
ip access-list standard SNMP_ALLOW_ACL
 permit 10.10.50.100 0.0.0.0
 deny any log
 exit

! Remove default community strings and apply ACL to a new complex string
no snmp-server community public RO
no snmp-server community private RW
snmp-server community Secure$Read#99 RO SNMP_ALLOW_ACL
end
write memory

3. Log Audit & IoC Verification Commands

Use the following commands to inspect the device for abnormal SNMP-related crashes or insecure SNMP configurations.

bash
! Check for unexpected system reloads or SNMP process crashes
show logging | include %SYSTEM-1-RELOAD|%SNMP

! Audit active SNMP community strings and associated ACLs
show running-config | include snmp-server community

Technical Root Cause & Exploitation Mechanics

1. Vulnerability Overview & Root Cause

This vulnerability (CVE-2017-6737) is a critical buffer overflow (CWE-119) residing in the SNMP implementation of Cisco IOS and IOS-XE software. The root cause lies in the insufficient validation of input data length during the parsing of SNMP packets. If an attacker possesses valid SNMP credentials—such as a Read-Only community string in SNMPv1/v2c or valid user credentials in SNMPv3—they can transmit a specially crafted SNMP request to overflow the allocated memory buffer.

2. Exploitation Mechanics & Attack Scenario

An attacker begins by scanning the target network for open SNMP ports (UDP 161) and attempts to discover valid SNMP community strings through brute-forcing or exploiting default configurations. Once a valid credential is acquired, the attacker sends a crafted SNMP packet containing an excessively long variable-length field targeting specific MIB objects. During processing, the device fails to bound-check the input, causing a buffer overflow on the stack or heap. This allows the attacker to hijack the execution flow to run arbitrary shellcode or crash the device, causing a Denial of Service (DoS) via system reload.

3. Infrastructure & Business Impact

As a vulnerability listed in the CISA Known Exploited Vulnerabilities (KEV) catalog, this flaw has been actively exploited in the wild by sophisticated threat actors. Successful exploitation grants the attacker complete control over core routing and switching infrastructure. This can lead to unauthorized traffic interception, Man-in-the-Middle (MitM) attacks, and lateral movement deep into the enterprise network, posing a catastrophic risk to business continuity.

Official Vendor Advisories & References

NVD Original English Description

A vulnerability in the SNMP implementation of could allow an authenticated, remote attacker to cause a reload of the affected system or to remotely execute code. An attacker could exploit this vulnerability by sending a crafted SNMP packet to the affected device.  The vulnerability is due to a buffer overflow in the affected code area. The vulnerability affects all versions of SNMP (versions 1, 2c, and 3). The attacker must know the SNMP read only community string (SNMP version 2c or earlier) or the user credentials (SNMPv3). An exploit could allow the attacker to execute arbitrary code and obtain full control of the system or to cause a reload of the affected system. Only traffic directed to the affected system can be used to exploit this vulnerability.
