Windows Storage Elevation of Privilege Vulnerability (CVE-2025-21391) Security Advisory
Executive & SecOps Summary
SECOPS ASSESSMENTWindows 10, Windows 11, and Windows Server operating systems utilizing Windows Storage components
Local attackers with low privileges can exploit symbolic link creation to overwrite critical system files, leading to arbitrary code execution with SYSTEM privileges
Apply the Microsoft February 2025 security updates immediately and restrict local symbolic link creation privileges on unpatched systems
Affected Products & Version Scope
Remediation & Live Workaround Commands
PATCH & WORKAROUND1. Official Patch & Version Upgrade Commands
The primary remediation is to apply the official security updates released by Microsoft in February 2025. You can trigger the update process programmatically using PowerShell.
# Install PSWindowsUpdate module and force install the latest cumulative updates
Install-Module PSWindowsUpdate -Force -SkipPublisherCheck
Get-WindowsUpdate -AcceptAll -Install -AutoReboot2. Temporary Workaround & Hardening Configuration
If immediate patching is not feasible, restrict the creation of symbolic links to administrative accounts only via Local Security Policy, and harden permissions on temporary directories.
# Restrict write permissions on the system temp directory to prevent unprivileged link creation
icacls 'C:\Windows\Temp' /inheritance:r /grant:r 'Administrators:(OI)(CI)F' /grant:r 'SYSTEM:(OI)(CI)F' /grant:r 'Users:(OI)(CI)R'3. Log Audit & IoC Verification Commands
Run the following PowerShell script to verify if the February 2025 security patches are installed on the system.
# Check OS version and verify if February 2025 patches are applied
$OS = Get-WmiObject Win32_OperatingSystem
$InstalledPatches = Get-HotFix | Where-Object { $_.InstalledOn -ge (Get-Date '2025-02-11') }
Write-Host 'Current OS:' $OS.Caption
Write-Host 'Build Number:' $OS.BuildNumber
if ($InstalledPatches) {
Write-Host '[PASS] February 2025 or newer security updates are installed.' -ForegroundColor Green
$InstalledPatches | Format-Table HotFixID, Description, InstalledOn
} else {
Write-Host '[WARNING] February 2025 security updates not found. System may be vulnerable to CVE-2025-21391.' -ForegroundColor Red
}Block Kernel Privilege Escalation & Ransomware Payloads Before You Can Reboot
Protect unpatched Windows, Linux, and macOS workloads against in-memory exploitation and lateral movement with autonomous EDR.
Technical Root Cause & Exploitation Mechanics
1. Vulnerability Overview & Root Cause
This vulnerability (CVE-2025-21391) is an Elevation of Privilege (EoP) vulnerability residing in the Windows Storage component. The root cause is associated with improper link resolution (CWE-59, Link Following) during file operations conducted by high-privileged storage services. When a privileged service performs file creation, modification, or deletion within a directory accessible by a low-privileged user, the service fails to properly validate whether the target path is a symbolic link or an NTFS junction point, allowing arbitrary file manipulation.
2. Exploitation Mechanics & Attack Scenario
To exploit this vulnerability, an attacker must first gain local access to the target system with low-privilege execution capabilities. The attacker identifies a specific directory or file path that the Windows Storage service accesses with SYSTEM privileges. By creating a malicious symbolic link or junction point at that location, the attacker redirects the service's file operations to a protected system file (such as a system DLL or service executable). When the privileged service writes to the path, it follows the link and overwrites the target system file with the attacker's payload, resulting in local privilege escalation to SYSTEM upon the next execution or service trigger.
3. Infrastructure & Business Impact
This vulnerability has been added to CISA's Known Exploited Vulnerabilities (KEV) catalog, indicating active exploitation in the wild. While local privilege escalation requires prior access, it is a critical component of multi-stage cyberattacks. Once inside a network, threat actors leverage such vulnerabilities to bypass security controls, compromise domain controllers, and gain full administrative control over the infrastructure, leading to severe data breaches and operational disruption.
