Executive & SecOps Summary

SECOPS ASSESSMENT
Affected Scope

WatchGuard Firebox appliances running Fireware OS configured with IKEv2 mobile user VPN or branch office VPN using a dynamic gateway peer, or where these configurations were previously deleted but a static gateway peer VPN remains.

Impact

A critical vulnerability (CVSS 9.8) allowing unauthenticated remote attackers to trigger an out-of-bounds write (CWE-787) in the iked process via crafted IKEv2 packets, leading to arbitrary code execution (RCE) with root privileges.

Mitigation

Since this vulnerability is actively exploited and listed in the CISA KEV catalog, immediately upgrade to the patched Fireware OS version and restrict or disable IKEv2 services where possible.

Affected Products & Version Scope

WatchGuard Firebox appliances running vulnerable versions of Fireware OS with active or historically configured IKEv2 VPN services.

Remediation & Live Workaround Commands

PATCH & WORKAROUND

1. Official Patch & Version Upgrade Commands

Administrators must immediately upgrade the Firebox to the latest patched Fireware OS version recommended in the WatchGuard Security Advisory (WGSA-2025-00027). Use the following CLI commands to perform the upgrade:

bash
# Connect to the Firebox CLI and verify the current system version
show system information

# Download and apply the official Fireware OS patch image
upgrade system from 'https://software.watchguard.com/FirewareOS_v12_x_x.resources'

# Reboot the appliance to apply the changes
reboot

2. Temporary Workaround & Hardening Configuration

If immediate patching is not feasible, restrict access to the IKEv2 service by allowing only trusted peer IP addresses through firewall policies.

bash
# Enter configuration mode in the Firebox CLI
configure

# Restrict IKEv2 access to a specific trusted static peer IP (e.g., 203.0.113.50)
policy 'Restrict-IKEv2-Access'
  service 'IKEv2'
  from '203.0.113.50/32'
  to 'Firebox'
  action 'allow'
exit

# Block all other unauthorized external IKEv2 traffic
policy 'Block-Other-IKEv2'
  service 'IKEv2'
  from 'Any-External'
  to 'Firebox'
  action 'deny'
exit

3. Log Audit & IoC Verification Commands

Monitor the system logs for any signs of iked process crashes or anomalous IKEv2 traffic patterns that may indicate exploitation attempts.

bash
# Search for iked daemon crashes or segmentation faults in the system logs
grep -i -E 'iked.*crash|segmentation fault|signal 11' /var/log/messages

# Monitor incoming IKEv2 traffic on external interfaces for anomalous payloads
tcpdump -nn -i eth0 'udp port 500 or udp port 4500' -c 100

Technical Root Cause & Exploitation Mechanics

1. Vulnerability Overview & Root Cause

This vulnerability (CVE-2025-14733) is an Out-of-bounds Write vulnerability (CWE-787) residing in the iked (Internet Key Exchange daemon) process of WatchGuard Fireware OS. The root cause is insufficient input validation and boundary checks when parsing incoming IKEv2 protocol packets. This flaw can be triggered even if the vulnerable IKEv2 mobile user VPN or dynamic gateway peer configurations were previously deleted, provided that a branch office VPN to a static gateway peer is still active on the Firebox.

2. Exploitation Mechanics & Attack Scenario

An unauthenticated remote attacker can exploit this vulnerability by sending specially crafted IKEv2 packets (such as manipulated IKE_SA_INIT or IKE_AUTH payloads) to the target Firebox on UDP ports 500 or 4500. When the iked daemon processes these malformed packets, it writes data beyond the allocated buffer boundaries in memory. This corrupts adjacent memory structures, allowing the attacker to hijack the execution flow and execute arbitrary system commands with elevated privileges (root) without any authentication.

3. Infrastructure & Business Impact

As firewalls serve as the primary perimeter defense for enterprise networks, a successful compromise of the Firebox allows attackers to bypass all external security controls. Attackers can establish persistent access, decrypt VPN traffic, perform lateral movement to compromise internal assets, or deploy ransomware. Given its inclusion in the CISA KEV catalog, this vulnerability poses an immediate and severe threat to organizational infrastructure.

Official Vendor Advisories & References

NVD Original English Description

An Out-of-bounds Write vulnerability in the WatchGuard Fireware OS iked process may allow a remote unauthenticated attacker to execute arbitrary code. This vulnerability affects both the mobile user VPN with IKEv2 and the branch office VPN using IKEv2 when configured with a dynamic gateway peer. If the Firebox was previously configured with the mobile user VPN with IKEv2 or a branch office VPN using IKEv2 to a dynamic gateway peer, and both of those configurations have since been deleted, that Firebox may still be vulnerable if a branch office VPN to a static gateway peer is still configured.
