Remediation & Live Workaround Commands

PATCH & WORKAROUND

1. Official Patch & Version Upgrade Commands

Refer to the Cisco Security Advisory to identify and download the appropriate fixed release for your platform, then perform the upgrade.

bash
# Example: Copying the fixed IOS XE image from a TFTP server and setting the boot variable
Router# copy tftp: flash:
Address or name of remote host? 192.168.1.100
Source filename? cat3k_caa-universalk9.16.12.08.SPA.bin
Destination filename [cat3k_caa-universalk9.16.12.08.SPA.bin]?

Router# configure terminal
Router(config)# no boot system
Router(config)# boot system flash:cat3k_caa-universalk9.16.12.08.SPA.bin
Router(config)# end
Router# write memory
Router# reload

2. Temporary Workaround & Hardening Configuration

If immediate patching is not feasible, implement infrastructure ACLs to restrict GDOI/G-IKEv2 traffic (UDP port 848) only to authorized Key Servers and Group Members.

bash
# Restrict GDOI traffic (UDP 848) to trusted Key Server and Group Member IPs
Router(config)# ip access-list extended SECURE_GDOI_ACL
Router(config-ext-nacl)# permit udp host 10.1.1.1 host 10.2.2.2 eq 848
Router(config-ext-nacl)# permit udp host 10.2.2.2 host 10.1.1.1 eq 848
Router(config-ext-nacl)# deny udp any any eq 848
Router(config-ext-nacl)# permit ip any any
Router(config-ext-nacl)# exit

# Apply the ACL to the external-facing interface
Router(config)# interface GigabitEthernet0/0
Router(config-if)# ip access-group SECURE_GDOI_ACL in
Router(config-if)# end
Router# write memory

3. Log Audit & IoC Verification Commands

Verify if GET VPN is active on the device and inspect system logs for unexpected GDOI process crashes or reload events.

bash
# Check GET VPN and GDOI status
Router# show crypto gdoi
Router# show crypto gdoi group

# Inspect logs for abnormal reloads or GDOI-related errors
Router# show version | include returned to ROM
Router# show logging | include GDOI|G-IKEv2|SYS-3-CPUHOG|ALIGN-3-SPURIOUS

Technical Root Cause & Exploitation Mechanics

1. Vulnerability Overview & Root Cause

This vulnerability (CVE-2023-20109) is an out-of-bounds write vulnerability (CWE-787) in the Group Encrypted Transport VPN (GET VPN) feature of Cisco IOS and Cisco IOS XE Software. The root cause lies in the insufficient validation of attributes within the Group Domain of Interpretation (GDOI) and G-IKEv2 protocols used for key management and policy distribution. An attacker can exploit this by sending crafted protocol packets that bypass boundary checks, leading to memory corruption.

2. Exploitation Mechanics & Attack Scenario

To exploit this vulnerability, an attacker must either compromise an existing key server or modify a group member's configuration to point to a rogue key server under the attacker's control. Once established, the attacker transmits malicious GDOI/G-IKEv2 key exchange payloads containing malformed attributes. When the target device processes these attributes, it triggers an out-of-bounds write, allowing the attacker to hijack the execution flow to run arbitrary code or crash the system, resulting in a Denial of Service (DoS).

3. Infrastructure & Business Impact

This vulnerability is listed in CISA's Known Exploited Vulnerabilities (KEV) catalog, indicating active exploitation in the wild. A successful exploit grants the attacker full administrative control over critical routing and VPN gateway infrastructure. This can lead to complete network compromise, unauthorized decryption of VPN traffic, data exfiltration, and severe operational downtime.

Official Vendor Advisories & References

NVD Original English Description

A vulnerability in the Cisco Group Encrypted Transport VPN (GET VPN) feature of Cisco IOS Software and Cisco IOS XE Software could allow an authenticated, remote attacker who has administrative control of either a group member or a key server to execute arbitrary code on an affected device or cause the device to crash. This vulnerability is due to insufficient validation of attributes in the Group Domain of Interpretation (GDOI) and G-IKEv2 protocols of the GET VPN feature. An attacker could exploit this vulnerability by either compromising an installed key server or modifying the configuration of a group member to point to a key server that is controlled by the attacker. A successful exploit could allow the attacker to execute arbitrary code and gain full control of the affected system or cause the affected system to reload, resulting in a denial of service (DoS) condition.
