Cisco IOS XR Software Health Check RPM Redis Unauthenticated Remote Data Manipulation and Information Disclosure (CVE-2022-20821)
Executive & SecOps Summary
SECOPS ASSESSMENTCisco IOS XR Software deployments with the Health Check RPM enabled
Unauthenticated remote attackers can connect to the Redis instance inside the NOSi container, enabling them to write to the database, write arbitrary files to the container filesystem, and retrieve database information
Apply official Cisco software updates, deactivate the unused Health Check RPM, or restrict access to TCP port 6379 using infrastructure ACLs
Affected Products & Version Scope
Remediation & Live Workaround Commands
PATCH & WORKAROUND1. Official Patch & Version Upgrade Commands
Upgrade to the latest Cisco IOS XR Software release containing the fix. If the Health Check feature is not required, deactivate and commit the package removal via the CLI:
# Deactivate and commit the Health Check RPM in IOS XR CLI
RP/0/RSP0/CPU0:ios# install deactivate disk0:iosxr-healthcheck-<version>
RP/0/RSP0/CPU0:ios# install commit2. Temporary Workaround & Hardening Configuration
If immediate patching is not feasible, implement infrastructure ACLs (iACLs) to block external traffic targeting TCP port 6379.
# Apply an ACL to block external access to the Redis port (6379)
RP/0/RSP0/CPU0:ios(config)# ipv4 access-list BLOCK_REDIS
RP/0/RSP0/CPU0:ios(config-ipv4-acl)# deny tcp any any eq 6379
RP/0/RSP0/CPU0:ios(config-ipv4-acl)# permit ip any any
RP/0/RSP0/CPU0:ios(config-ipv4-acl)# commit3. Log Audit & IoC Verification Commands
Verify if the Health Check RPM is active and check if the Redis port is exposed on the device.
# Check active packages for the healthcheck component
RP/0/RSP0/CPU0:ios# show install active | include healthcheck
# Verify if port 6379 is listening (from the container shell if accessible)
$ netstat -an | grep '6379'Stop Exposing VPN Ports to the Internet — Switch to Zero-Trust Access
Eliminate public-facing VPN concentrators and firewall management ports with identity-first Zero-Trust Network Access.
Technical Root Cause & Exploitation Mechanics
1. Vulnerability Overview & Root Cause
This vulnerability arises from a default configuration flaw (CWE-200) within the Health Check RPM package of Cisco IOS XR Software. When the Health Check feature is activated, it spawns a Redis instance intended for internal container communication. However, the RPM opens TCP port 6379 by default on all active interfaces without enforcing authentication. This allows any network-adjacent or remote attacker with routing access to establish a direct connection to the database.
2. Exploitation Mechanics & Attack Scenario
An attacker scans the target Cisco IOS XR device for an open TCP port 6379. Upon discovering the open port, the attacker uses standard Redis client tools to connect without providing credentials. Once connected, the attacker can execute arbitrary Redis commands to read sensitive diagnostic data, modify in-memory keys, or leverage Redis database dump configurations (e.g., 'dbfilename' and 'dir') to write arbitrary files into the local NOSi container filesystem.
3. Infrastructure & Business Impact
Due to the sandboxed nature of the NOSi container where the Redis instance resides, a remote attacker cannot directly execute arbitrary code on the underlying Cisco IOS XR host system or compromise host integrity. However, unauthorized database access allows attackers to manipulate health metrics, potentially blinding network operations center (NOC) monitoring tools, or exfiltrating system state information. Because this vulnerability is listed in the CISA KEV catalog, it represents a high-priority threat actively targeted by malicious actors.
Official Vendor Advisories & References
A vulnerability in the health check RPM of Cisco IOS XR Software could allow an unauthenticated, remote attacker to access the Redis instance that is running within the NOSi container. This vulnerability exists because the health check RPM opens TCP port 6379 by default upon activation. An attacker could exploit this vulnerability by connecting to the Redis instance on the open port. A successful exploit could allow the attacker to write to the Redis in-memory database, write arbitrary files to the container filesystem, and retrieve information about the Redis database. Given the configuration of the sandboxed container that the Redis instance runs in, a remote attacker would be unable to execute remote code or abuse the integrity of the Cisco IOS XR Software host system.
