Pulse Connect Secure Administrator Web Interface Arbitrary File Write and Remote Code Execution Vulnerability (CVE-2021-22900) Security Advisory
Executive & SecOps Summary
SECOPS ASSESSMENTPulse Connect Secure versions prior to 9.1R11.4
An authenticated administrator can upload a maliciously crafted archive file to write arbitrary files to the system, potentially leading to remote code execution
Immediately upgrade Pulse Connect Secure to version 9.1R11.4 or higher, and restrict external access to the administrator interface
Affected Products & Version Scope
Remediation & Live Workaround Commands
PATCH & WORKAROUND1. Official Patch & Version Upgrade Commands
In accordance with Ivanti (Pulse Secure) official advisories, upgrade the appliance to version 9.1R11.4 or higher. For clustered environments, perform a rolling upgrade starting with the active nodes.
# 1. Verify the current running version of Pulse Connect Secure via CLI:
show version
# 2. Log in to the Admin Console and navigate to:
# Maintenance -> System -> Upgrade/Downgrade
# Upload the official patch package (.pkg). The system will reboot automatically upon completion.2. Temporary Workaround & Hardening Configuration
If immediate patching is not feasible, restrict access to the administrator portal (default port 8443 or similar) from the public internet using firewall rules or reverse proxy ACLs.
# Example Nginx configuration to restrict access to the admin interface
server {
listen 443 ssl;
server_name vpn.company.com;
location /admin {
# Allow only trusted internal administrator subnets (e.g., 10.100.0.0/16)
allow 10.100.0.0/16;
deny all;
}
}3. Log Audit & IoC Verification Commands
Audit system logs for unusual archive upload activities and inspect the web root directory for unauthorized file creations.
# Search syslog or SIEM logs for administrative archive upload and extraction activities
cat /var/log/pcs_admin_access.log | grep -Ei 'upload|import|archive|extract'
# Scan the web server directory for recently modified or created executable scripts (.cgi, .php, .pl)
find /home/webserver/htdocs/ -mtime -30 -type f -name '*.cgi'Stop Exposing VPN Ports to the Internet — Switch to Zero-Trust Access
Eliminate public-facing VPN concentrators and firewall management ports with identity-first Zero-Trust Network Access.
Technical Root Cause & Exploitation Mechanics
1. Vulnerability Overview & Root Cause
This vulnerability (CVE-2021-22900) is an arbitrary file write flaw residing in the administrator web interface of Pulse Connect Secure (PCS). The root cause lies in the insufficient validation and sanitization of file paths during the extraction of uploaded archive files. An attacker can exploit this by crafting an archive containing directory traversal sequences (e.g., '../../') to bypass directory restrictions and write arbitrary files to the underlying operating system.
2. Exploitation Mechanics & Attack Scenario
To exploit this vulnerability, an attacker must first obtain authenticated administrator privileges on the PCS appliance. Once authenticated, the attacker targets the archive upload functionality within the admin console. By uploading a specially crafted ZIP or TAR archive containing a web shell or malicious executable mapped to a traversal path, the extraction process writes the payload directly into the web root or other sensitive system directories. The attacker can then access the uploaded web shell to execute arbitrary OS commands with system privileges.
3. Infrastructure & Business Impact
Pulse Connect Secure serves as a critical gateway for enterprise SSL-VPN access. This vulnerability is highly critical and is actively tracked in CISA's Known Exploited Vulnerabilities (KEV) catalog. If an attacker compromises administrative credentials or hijacks an active session, they can gain complete control over the VPN appliance. This allows them to establish a persistent foothold, pivot laterally into the internal corporate network, exfiltrate sensitive data, or deploy ransomware.
Official Vendor Advisories & References
A vulnerability allowed multiple unrestricted uploads in Pulse Connect Secure before 9.1R11.4 that could lead to an authenticated administrator to perform a file write via a maliciously crafted archive upload in the administrator web interface.
