phpMyAdmin setup.php Remote Static Code Injection and Remote Code Execution (RCE) Vulnerability (CVE-2009-1151)
Executive & SecOps Summary
SECOPS ASSESSMENTphpMyAdmin versions 2.11.x before 2.11.9.5 and 3.x before 3.1.3.1
Unauthenticated remote attackers can inject arbitrary PHP code into the configuration file via the setup.php save action, leading to full system compromise
Upgrade to patched versions immediately, or delete/restrict access to the setup.php script in production environments
Affected Products & Version Scope
Remediation & Live Workaround Commands
PATCH & WORKAROUND1. Official Patch & Version Upgrade Commands
The most effective remediation is upgrading to a secure, supported version of phpMyAdmin (2.11.9.5+, 3.1.3.1+, or the latest stable release).
# For Debian/Ubuntu-based systems
sudo apt-get update
sudo apt-get --only-upgrade install phpmyadmin
# Manual installation upgrade example
wget https://files.phpmyadmin.net/phpMyAdmin/5.2.1/phpMyAdmin-5.2.1-all-languages.tar.gz
tar -zxvf phpMyAdmin-5.2.1-all-languages.tar.gz2. Temporary Workaround & Hardening Configuration
If an immediate upgrade is not feasible, remove the setup.php script and the scripts directory entirely, or restrict access using web server configuration rules.
# Block access to setup.php and scripts directory in Nginx
location ~* ^/phpmyadmin/(setup|scripts)/ {
deny all;
return 403;
}3. Log Audit & IoC Verification Commands
Inspect web server access logs for suspicious POST requests targeting setup.php and scan configuration files for unauthorized PHP code injection.
# Search Apache/Nginx access logs for POST requests to setup.php
grep -i 'setup.php' /var/log/nginx/access.log | grep 'POST'
# Scan phpMyAdmin configuration directories for suspicious PHP functions
egrep -r '(eval|system|passthru|shell_exec|popen|proc_open)\s*\(' /usr/share/phpmyadmin/config/Block Exploits Instantly with Managed Virtual Patching Rules

Technical Root Cause & Exploitation Mechanics
1. Vulnerability Overview & Root Cause
This vulnerability is a static code injection flaw in setup.php, the web-based configuration utility of phpMyAdmin. phpMyAdmin allows users to configure settings via a web interface and save them to the config.inc.php file. The root cause lies in the lack of input validation and sanitization within the save action handler of setup.php. User-supplied parameters are directly serialized and written into the configuration file template without proper escaping, allowing arbitrary PHP code to be injected.
2. Exploitation Mechanics & Attack Scenario
An unauthenticated attacker can directly access the scripts/setup.php endpoint. By sending a crafted HTTP POST request with the parameter action=save and embedding malicious PHP payloads (such as eval($_POST['cmd'])) within the configuration parameters, the attacker forces setup.php to write the payload into config/config.inc.php. Once the configuration file is updated, the attacker can trigger the execution of the injected code by directly requesting the configuration file or accessing phpMyAdmin, executing arbitrary commands under the privileges of the web server process.
3. Infrastructure & Business Impact
With a CVSS score of 9.8 (Critical) and its inclusion in the CISA KEV catalog, this vulnerability represents a high-risk vector that has been actively exploited in the wild. Successful exploitation grants the attacker complete control over the web server hosting phpMyAdmin. This can lead to unauthorized access to sensitive databases, data exfiltration, database tampering, and lateral movement within the internal network, posing severe risks to organizational infrastructure and data confidentiality.
Official Vendor Advisories & References
Static code injection vulnerability in setup.php in phpMyAdmin 2.11.x before 2.11.9.5 and 3.x before 3.1.3.1 allows remote attackers to inject arbitrary PHP code into a configuration file via the save action.
