Executive & SecOps Summary

SECOPS ASSESSMENT
Affected Scope

FortiOS 7.0.0-7.0.17 / 7.2.0-7.2.11 / 7.4.0-7.4.8 / 7.6.0-7.6.3, FortiProxy 7.0.0-7.0.21 / 7.2.0-7.2.14 / 7.4.0-7.4.10 / 7.6.0-7.6.3, FortiSwitchManager 7.0.0-7.0.5 / 7.2.0-7.2.6.

Impact

An unauthenticated remote attacker can bypass FortiCloud SSO authentication via a crafted SAML response message, gaining full administrative access to the affected device.

Mitigation

Immediately upgrade to the patched firmware versions, or disable FortiCloud SSO login and restrict administrative access to trusted IP addresses as a temporary workaround.

Affected Products & Version Scope

FortiOS (7.6.0-7.6.3, 7.4.0-7.4.8, 7.2.0-7.2.11, 7.0.0-7.0.17), FortiProxy (7.6.0-7.6.3, 7.4.0-7.4.10, 7.2.0-7.2.14, 7.0.0-7.0.21), FortiSwitchManager (7.2.0-7.2.6, 7.0.0-7.0.5)

Remediation & Live Workaround Commands

PATCH & WORKAROUND

1. Official Patch & Version Upgrade Commands

Upgrade to the following patched versions or higher immediately:

  • FortiOS: 7.6.4, 7.4.9, 7.2.12, 7.0.18
  • FortiProxy: 7.6.4, 7.4.11, 7.2.15, 7.0.22
  • FortiSwitchManager: 7.2.7, 7.0.6

To perform a firmware upgrade via the CLI:

bash
# Download and restore image via TFTP
execute restore image tftp fortios.out 192.168.1.99
# Enable automatic reboot after upgrade if upgrading via FortiGuard
execute upgrade-control reboot-after-upgrade enable

2. Temporary Workaround & Hardening Configuration

If patching cannot be applied immediately, disable FortiCloud SSO login and restrict administrative access to trusted management subnets.

bash
# Disable FortiCloud SSO login
config system admin setting
    set forticloud-sso disable
end

# Restrict administrative access on the external interface
config system interface
    edit 'port1'
        set allowaccess ping ssh
    next
end

3. Log Audit & IoC Verification Commands

Verify the current firmware version and inspect system logs for anomalous SAML authentication events.

bash
# Check current system version and build details
get system status

# Filter and display logs related to SAML SSO authentication
show log eventfilter
execute log filter category event
execute log filter field subtype system
execute log filter field msg 'SAML'
execute log display

Technical Root Cause & Exploitation Mechanics

1. Vulnerability Overview & Root Cause

This vulnerability (CVE-2025-59718) stems from an improper verification of cryptographic signatures (CWE-347) within Fortinet's authentication framework. When FortiOS, FortiProxy, or FortiSwitchManager processes FortiCloud Single Sign-On (SSO) login requests, it fails to properly validate the cryptographic signature of incoming SAML Response messages from the Identity Provider (IdP). This allows the system to trust unauthenticated, arbitrarily forged SAML assertions.

2. Exploitation Mechanics & Attack Scenario

An attacker targets the FortiCloud SSO login endpoint of an exposed device. By constructing a malicious SAML Response XML document containing arbitrary administrator identity claims—either omitting the signature entirely or signing it with an untrusted key—and sending it to the target, the attacker exploits the lack of signature verification. The vulnerable device accepts the forged assertion as valid, granting the attacker an active administrative session without requiring legitimate credentials.

3. Infrastructure & Business Impact

With a CVSS score of 9.8 (Critical) and active exploitation confirmed by its inclusion in the CISA KEV catalog, this vulnerability poses an extreme risk. Successful exploitation grants full administrative control over critical network security infrastructure (firewalls, proxies, and switch managers). This can lead to complete network compromise, unauthorized traffic interception, VPN session hijacking, and lateral movement into the internal corporate network.
