Executive & SecOps Summary

SECOPS ASSESSMENT
Affected Scope

All supported versions of Windows 10, Windows 11, and Windows Server

Impact

A locally authenticated attacker can exploit this vulnerability to execute arbitrary code with SYSTEM privileges, leading to full host compromise

Mitigation

Immediately apply the Microsoft official cumulative security updates released in August 2024 or later

Affected Products & Version Scope

Windows 10, Windows 11, and Windows Server 2016/2019/2022/2025 (systems lacking the August 2024 security updates)

Remediation & Live Workaround Commands

PATCH & WORKAROUND

1. Official Patch & Version Upgrade Commands

The primary remediation is to apply the official cumulative updates provided by Microsoft. You can force the update process using the following PowerShell commands to install the required security patches.

powershell
# Install and force Windows Update to retrieve the latest security cumulative patches
Install-Module PSWindowsUpdate -Force -SkipPublisherCheck
Get-WindowsUpdate -AcceptAll -Install -AutoReboot

2. Temporary Workaround & Hardening Configuration

Because this is a kernel-level vulnerability, there are no viable non-patch workarounds that fully mitigate the risk. Organizations should enforce the principle of least privilege (PoLP) and restrict local interactive logon rights to minimize the attack surface.

powershell
# Audit and restrict local logon and Remote Desktop Services access to authorized users only
Get-LocalGroupMember -Group 'Remote Desktop Users'
Get-LocalGroupMember -Group 'Administrators'

3. Log Audit & IoC Verification Commands

Run the following PowerShell script to verify whether the system has the August 2024 cumulative update (or later) installed, which addresses this vulnerability.

powershell
# Check for the presence of the August 2024 cumulative update (e.g., KB5041585 for Win 11 23H2)
$InstalledPatches = Get-HotFix | Select-Object -ExpandProperty HotFixID
$RequiredPatches = @('KB5041585', 'KB5041580', 'KB5041773', 'KB5041782')
$isPatched = $false

foreach ($patch in $RequiredPatches) {
    if ($InstalledPatches -contains $patch) {
        Write-Host '[+] Security patch is present:' $patch -ForegroundColor Green
        $isPatched = $true
    }
}
if (-not $isPatched) {
    Write-Warning '[-] Critical: The system is missing the required security updates and may be vulnerable.'
}

Technical Root Cause & Exploitation Mechanics

1. Vulnerability Overview & Root Cause

This vulnerability (CVE-2024-38107) is a Use-After-Free (UAF) flaw residing within the Windows Power Dependency Coordinator (PDC) kernel driver, which manages power state transitions and resource coordination. The root cause lies in improper memory management where the driver fails to nullify or invalidate pointers to objects that have been freed from memory during power state transitions. This leaves a dangling pointer in the kernel space, which can be subsequently manipulated by an attacker.

2. Exploitation Mechanics & Attack Scenario

To exploit this vulnerability, an attacker must first gain local execution capabilities on the target system, typically through low-privileged user access or initial compromise via phishing or web-based exploits. The attacker then triggers specific system events or API calls that force the PDC driver to free a target power dependency object. Immediately after the memory is freed, the attacker performs heap grooming or spraying to occupy the freed memory address with a crafted malicious object. When the kernel references the dangling pointer, it executes the attacker-controlled virtual function table (vftable), resulting in arbitrary code execution within the kernel context (Ring 0) and elevating privileges to SYSTEM.

3. Infrastructure & Business Impact

CVE-2024-38107 is actively exploited in the wild and has been added to the CISA Known Exploited Vulnerabilities (KEV) catalog. Local Privilege Escalation (EoP) vulnerabilities are highly critical in the post-exploitation phase. Attackers leverage them to bypass endpoint security controls, dump credentials (e.g., LSASS), establish persistence, move laterally across the network, and deploy ransomware. Failure to patch this vulnerability exposes the entire enterprise infrastructure to complete domain compromise.
