F5 BIG-IP Configuration Utility Authenticated SQL Injection and Remote Code Execution (RCE) Vulnerability (CVE-2023-46748) Security Advisory
Executive & SecOps Summary
SECOPS ASSESSMENTF5 BIG-IP Configuration Utility (accessible via management ports and/or self IP addresses)
Authenticated attackers with network access can exploit SQL injection to manipulate the database and execute arbitrary system commands with root privileges
Apply official F5 security patches immediately and restrict access to the Configuration Utility (TMUI) using firewalls and ACLs
Affected Products & Version Scope
Remediation & Live Workaround Commands
PATCH & WORKAROUND1. Official Patch & Version Upgrade Commands
Refer to the official F5 security advisory to download and install the appropriate hotfix or engineering hotfix for your BIG-IP version. Use the following CLI commands to perform the upgrade:
# Import the F5 BIG-IP software image
im /shared/images/BIGIP-17.1.1.1-0.0.2.iso
# Install the software image to a specific volume (e.g., HD1.2)
install sys software image BIGIP-17.1.1.1-0.0.2.iso volume HD1.2
# Monitor the installation progress
watch show sys software status2. Temporary Workaround & Hardening Configuration
If patching cannot be applied immediately, block external access to the Configuration Utility (TMUI) and restrict access to trusted management subnets only.
# Disable TMUI access (port 443) via Self IPs
tmsh modify net self-allow defaults delete { tcp:443 }
tmsh modify net self-allow defaults add { tcp:80 tcp:22 }
tmsh save sys config
# Restrict httpd management access to a trusted IP range (e.g., 192.168.10.0/24)
tmsh modify sys httpd allow replace { 192.168.10.0/24 }
tmsh save sys config3. Log Audit & IoC Verification Commands
Inspect the web server logs (/var/log/httpd/httpd_errors) and audit logs (/var/log/audit) for suspicious SQL queries or unauthorized system command executions.
# Search for SQL injection patterns in httpd error logs
grep -Ei 'union|select|insert|update|delete|script' /var/log/httpd/httpd_errors
# Check audit logs for anomalous system command executions
grep -i 'run' /var/log/audit | grep -Ei 'sh|bash|python|perl'Stop Exposing VPN Ports to the Internet — Switch to Zero-Trust Access
Eliminate public-facing VPN concentrators and firewall management ports with identity-first Zero-Trust Network Access.
Technical Root Cause & Exploitation Mechanics
1. Vulnerability Overview & Root Cause
This vulnerability (CVE-2023-46748) is an authenticated SQL injection (SQLi) vulnerability residing in the F5 BIG-IP Configuration Utility (commonly known as TMUI). The root cause is insufficient input validation within specific API endpoints of the web management interface. Although authentication is required, low-privileged users can exploit this flaw to gain unauthorized database access and control.
2. Exploitation Mechanics & Attack Scenario
An attacker authenticated to the Configuration Utility sends a crafted HTTP request containing malicious SQL payloads to the vulnerable endpoint. By leveraging SQL injection, the attacker can manipulate the underlying database. Due to the architecture of BIG-IP, database manipulation can be escalated to execute arbitrary shell commands on the underlying Linux operating system with root privileges. Notably, this vulnerability has been observed in active exploit chains alongside authentication bypass flaws (such as CVE-2023-46747) to achieve unauthenticated RCE.
3. Infrastructure & Business Impact
This vulnerability is listed in the CISA Known Exploited Vulnerabilities (KEV) catalog, indicating active exploitation in the wild. Successful exploitation grants full administrative control over the BIG-IP appliance, allowing attackers to decrypt network traffic, steal SSL certificates/API keys, and pivot deeper into the internal corporate network, posing a catastrophic risk to business continuity.
Official Vendor Advisories & References
An authenticated SQL injection vulnerability exists in the BIG-IP Configuration utility which may allow an authenticated attacker with network access to the Configuration utility through the BIG-IP management port and/or self IP addresses to execute arbitrary system commands. Note: Software versions which have reached End of Technical Support (EoTS) are not evaluated
