Executive & SecOps Summary

SECOPS ASSESSMENT
Affected Scope

Juniper Networks Junos OS SRX Series firewalls with the J-Web interface enabled

Impact

Unauthenticated remote attackers can upload arbitrary files via crafted HTTP requests to the file system, compromising integrity and potentially chaining with other flaws to achieve Remote Code Execution (RCE)

Mitigation

Apply the latest Junos OS security updates immediately, or disable the J-Web interface and restrict access to trusted management IP ranges

Affected Products & Version Scope

Juniper Networks Junos OS SRX Series: All versions prior to 20.4R3-S8; 21.1 versions 21.1R1 and later; 21.2 versions prior to 21.2R3-S6; 21.3 versions prior to 21.3R3-S5; 21.4 versions prior to 21.4R3-S5; 22.1 versions prior to 22.1R3-S3; 22.2 versions prior to 22.2R3-S2; 22.3 versions prior to 22.3R2-S2, 22.3R3; 22.4 versions prior to 22.4R2-S1, 22.4R3

Remediation & Live Workaround Commands

PATCH & WORKAROUND

1. Official Patch & Version Upgrade Commands

Upgrade Junos OS to the remediated releases (e.g., 20.4R3-S8, 21.2R3-S6, 21.3R3-S5, 21.4R3-S5, 22.1R3-S3, 22.2R3-S2, 22.3R2-S2, 22.4R2-S1 or later). Use the following CLI commands to install the update package and reboot the system.

bash
# Enter Junos OS CLI, install the patch image, and reboot
cli
request system software add reboot https://<internal-server>/junos-srxsme-21.4R3-S5.tgz

2. Temporary Workaround & Hardening Configuration

If patching cannot be performed immediately, disable the J-Web service entirely or restrict access to trusted administrative IP addresses using firewall filters.

bash
# Disable J-Web service
configure
delete system services web-management
commit and-quit

# Restrict J-Web access to a trusted management subnet (e.g., 192.168.10.0/24)
configure
set firewall family inet filter MGMT_ACCESS term ALLOW_MGMT from source-address 192.168.10.0/24
set firewall family inet filter MGMT_ACCESS term ALLOW_MGMT from destination-port
set firewall family inet filter MGMT_ACCESS term ALLOW_MGMT then accept
set firewall family inet filter MGMT_ACCESS term DENY_OTHERS from destination-port
set firewall family inet filter MGMT_ACCESS term DENY_OTHERS then discard
commit and-quit

3. Log Audit & IoC Verification Commands

Inspect the J-Web access logs for unauthorized POST requests targeting the user.php endpoint to identify potential exploitation attempts.

bash
# Access Junos OS shell and search for user.php requests in web server logs
start shell
grep -i 'user.php' /var/log/httpd-access.log

# Verify the current running Junos OS version
cli show version

Technical Root Cause & Exploitation Mechanics

1. Vulnerability Overview & Root Cause

This vulnerability (CVE-2023-36846) exists in the J-Web interface of Juniper Networks Junos OS on SRX Series devices. The root cause is a Missing Authentication for Critical Function (CWE-306) within the user.php endpoint. Because the application fails to enforce proper authentication checks before processing requests to this script, an unauthenticated network-based attacker can directly interact with it to upload arbitrary files to the local file system.

2. Exploitation Mechanics & Attack Scenario

An attacker scans for SRX devices exposing J-Web ports (typically TCP 80 or 443) to the public internet. The attacker then sends a specially crafted HTTP POST request targeting the user.php endpoint without providing any valid session credentials or authentication headers. The request contains multipart/form-data payload representing the file to be uploaded. The vulnerable script processes this request and writes the file to a directory on the file system. While this vulnerability primarily impacts file system integrity, threat actors actively chain this with other vulnerabilities (such as PHP environment manipulation flaws like CVE-2023-36845) to execute arbitrary code with administrative privileges.

3. Infrastructure & Business Impact

This vulnerability is highly critical and is actively exploited in the wild, as confirmed by its inclusion in the CISA Known Exploited Vulnerabilities (KEV) catalog. A compromise of a perimeter firewall or gateway device allows attackers to establish a persistent foothold within the enterprise network, leading to lateral movement, VPN credential theft, sensitive data exfiltration, and potential ransomware deployment.

Official Vendor Advisories & References

NVD Original English Description

A Missing Authentication for Critical Function vulnerability in Juniper Networks Junos OS on SRX Series allows an unauthenticated, network-based attacker to cause limited impact to the file system integrity. With a specific request to user.php that doesn't require authentication an attacker is able to upload arbitrary files via J-Web, leading to a loss of integrity for a certain  part of the file system, which may allow chaining to other vulnerabilities. This issue affects Juniper Networks Junos OS on SRX Series: * All versions prior to 20.4R3-S8; * 21.1 versions 21.1R1 and later; * 21.2 versions prior to 21.2R3-S6; * 21.3 versions prior to 21.3R3-S5; * 21.4 versions prior to 21.4R3-S5; * 22.1 versions prior to 22.1R3-S3; * 22.2 versions prior to 22.2R3-S2; * 22.3 versions prior to 22.3R2-S2, 22.3R3; * 22.4 versions prior to 22.4R2-S1, 22.4R3.
