Windows SmartScreen Security Feature Bypass and Remote Code Execution Vulnerability (CVE-2023-36025) Analysis & Mitigation Guide
Executive & SecOps Summary
SECOPS ASSESSMENTAll supported versions of Windows 10, Windows 11, and Windows Server
Attackers can completely bypass Windows SmartScreen warnings and Mark of the Web (MotW) protections via crafted internet shortcut (.url) files, leading to silent malicious code execution
Apply the official Microsoft cumulative security updates immediately and restrict the execution of untrusted .url and .lnk files from external sources
Affected Products & Version Scope
Remediation & Live Workaround Commands
PATCH & WORKAROUND1. Official Patch & Version Upgrade Commands
The primary remediation is to install the latest Windows Cumulative Update. You can force the installation of missing security updates using the following PowerShell commands:
# Install and run Windows Update module to apply latest security patches
Install-Module PSWindowsUpdate -Force -SkipPublisherCheck
Get-WindowsUpdate -AcceptAll -Install -AutoReboot2. Temporary Workaround & Hardening Configuration
If immediate patching is not feasible, block outbound SMB traffic (TCP port 445) to prevent the resolution of remote UNC paths from untrusted internet zones, and restrict .url file execution via AppLocker.
# Block outbound SMB traffic to external networks via Windows Advanced Firewall
netsh advfirewall firewall add rule name='Block_Outbound_SMB_445' dir=out action=block protocol=TCP localport=any remoteport=4453. Log Audit & IoC Verification Commands
Use the following PowerShell script to scan user profile directories for suspicious .url files pointing to remote network shares or local file execution paths:
# Scan the Downloads directory for .url files pointing to remote UNC or file paths
Get-ChildItem -Path '$env:USERPROFILE\Downloads' -Filter *.url -Recurse | ForEach-Object {
$content = Get-Content $_.FullName
if ($content -match 'URL=file://' -or $content -match 'URL=\\\\') {
Write-Host '[WARNING] Suspicious URL file detected:' $_.FullName -ForegroundColor Red
$content | Select-String 'URL='
}
}Block Kernel Privilege Escalation & Ransomware Payloads Before You Can Reboot
Protect unpatched Windows, Linux, and macOS workloads against in-memory exploitation and lateral movement with autonomous EDR.
Technical Root Cause & Exploitation Mechanics
1. Vulnerability Overview & Root Cause
This vulnerability (CVE-2023-36025) is a security feature bypass vulnerability affecting Windows SmartScreen and the Mark of the Web (MotW) mechanism. Windows typically appends a 'Zone.Identifier' Alternate Data Stream (ADS) to files downloaded from the internet to trigger security warnings upon execution. However, due to a path parsing validation flaw within the Windows Shell when handling specially crafted Internet Shortcut (.url) files, the operating system fails to enforce MotW checks, allowing the target payload to execute without triggering any SmartScreen reputation warnings.
2. Exploitation Mechanics & Attack Scenario
An attacker exploits this vulnerability by crafting a malicious .url file where the 'URL' parameter points to an executable payload (.exe, .dll, .cmd, etc.) hosted on an attacker-controlled remote SMB or WebDAV share. When a victim is enticed into clicking the .url file via phishing emails, malicious websites, or instant messaging platforms, Windows Explorer (explorer.exe) directly fetches and executes the remote payload. Because the SmartScreen validation logic is bypassed, the victim is presented with absolutely no security warnings or prompt dialogs.
3. Infrastructure & Business Impact
This vulnerability is actively exploited in the wild and is listed in the CISA Known Exploited Vulnerabilities (KEV) catalog. With an EPSS score of 0.882 (88.2%), it represents an extremely high-risk vector frequently utilized by ransomware affiliates and APT groups for initial access. A single user click can lead to complete endpoint compromise, subsequent lateral movement within the Active Directory domain, and catastrophic business disruption or data exfiltration.
