Executive & SecOps Summary

SECOPS ASSESSMENT
Affected Scope

Windows 7, 8.1, 10, and Windows Server 2008, 2012, 2016, 2019 containing the Windows Installer service

Impact

Local attackers can exploit improper symbolic link handling in MSI packages to execute arbitrary code with SYSTEM privileges, leading to full host compromise

Mitigation

Apply the official Microsoft security updates immediately and restrict non-admin MSI installation privileges as a temporary workaround

Affected Products & Version Scope

Most major versions of Windows and Windows Server, including Windows 10 and Windows Server 2019, prior to the February 2020 security patch

Remediation & Live Workaround Commands

PATCH & WORKAROUND

1. Official Patch & Version Upgrade Commands

Apply the official cumulative security updates provided by Microsoft. In enterprise environments, deploy these patches via WSUS, SCCM, or Intune. You can force Windows Update and verify patch status using PowerShell.

powershell
# Check if security updates post-dating February 2020 are installed
Get-HotFix | Where-Object { $_.InstalledOn -gt '2020-02-11' }

# Force Windows Update to scan and install missing security patches
Install-Module PSWindowsUpdate -Force -Verbose
Get-WindowsUpdate -Install -AcceptAll -AutoReboot

2. Temporary Workaround & Hardening Configuration

If immediate patching is not feasible, disable the 'AlwaysInstallElevated' policy to prevent standard users from running MSI installations with elevated privileges.

powershell
# Disable AlwaysInstallElevated in Registry to mitigate unauthorized MSI execution
if (!(Test-Path 'HKLM:\Software\Policies\Microsoft\Windows\Installer')) {
    New-Item -Path 'HKLM:\Software\Policies\Microsoft\Windows\Installer' -Force
}
New-ItemProperty -Path 'HKLM:\Software\Policies\Microsoft\Windows\Installer' -Name 'AlwaysInstallElevated' -Value 0 -PropertyType DWord -Force
New-ItemProperty -Path 'HKCU:\Software\Policies\Microsoft\Windows\Installer' -Name 'AlwaysInstallElevated' -Value 0 -PropertyType DWord -Force

# Temporarily disable the Windows Installer service if not actively needed
Set-Service -Name 'msiserver' -StartupType Disabled

3. Log Audit & IoC Verification Commands

Audit the system for unauthorized symbolic links or junctions in temporary directories, and monitor the Application event log for Windows Installer anomalies.

powershell
# Scan for symbolic links and junctions in root and common temp directories
Get-ChildItem -Path 'C:\' -Recurse -Depth 2 -ErrorAction SilentlyContinue | Where-Object { $_.Attributes -match 'ReparsePoint' } | Select-Object FullName, Attributes

# Query Windows Event Logs for Windows Installer errors or warnings
Get-WinEvent -FilterHashtable @{LogName='Application'; ProviderName='MsiInstaller'; Level=1,2} -MaxEvents 50 | Select-Object TimeCreated, Id, Message | Format-Table -Wrap

Technical Root Cause & Exploitation Mechanics

1. Vulnerability Overview & Root Cause

An elevation of privilege vulnerability exists in the Windows Installer when MSI (Microsoft Installer) packages process symbolic links and junctions. Because the Windows Installer service runs with elevated privileges (NT AUTHORITY\SYSTEM), it performs file operations on behalf of the installation process. If the service fails to properly validate whether a target path is a symbolic link controlled by an unprivileged user, it can be coerced into modifying protected system files. This vulnerability is classified under CWE-59 (Improper Link Resolution Before File Access).

2. Exploitation Mechanics & Attack Scenario

To exploit this vulnerability, an attacker must first gain local access to the target Windows system with low-privilege user credentials. The attacker monitors directories used by the Windows Installer for temporary or backup files (such as 'C:\Config.Msi'). During an active installation or rollback process, the attacker replaces a pending installer file with a symbolic link pointing to a critical system file (e.g., a system DLL or service executable). When the Windows Installer service attempts to write to or modify the file, it follows the link and overwrites the target system file with the attacker's payload, allowing the attacker to execute arbitrary code as SYSTEM.

3. Infrastructure & Business Impact

This vulnerability is cataloged in CISA's Known Exploited Vulnerabilities (KEV), indicating active exploitation in the wild. While it requires local access, it serves as a critical component in multi-stage attack chains. Threat actors who gain initial access via phishing or web exploits leverage this local privilege escalation (LPE) to bypass endpoint security controls, disable antivirus software, deploy ransomware, and compromise Active Directory domain controllers, resulting in severe operational disruption and data breaches.
