Fortinet FortiOS Hard-coded Cryptographic Key in Configuration Backup Vulnerability (CVE-2019-6693) Advisory
Executive & SecOps Summary
SECOPS ASSESSMENTFortiOS versions 6.0.4 and below, and 5.6.8 and below, when configuration backups are taken without a custom password
An attacker with access to the backup file can decrypt sensitive data, including user passwords, private key passphrases, and High Availability (HA) passwords, using the hard-coded key
Upgrade FortiOS to patched versions and enforce custom password encryption for all configuration backups
Affected Products & Version Scope
Remediation & Live Workaround Commands
PATCH & WORKAROUND1. Official Patch & Version Upgrade Commands
Fortinet recommends upgrading FortiOS to version 6.0.5 or higher, or 5.6.9 or higher. Use the following CLI commands to verify the current version and perform an upgrade via TFTP:
# Check current FortiOS version details
get system status
# Restore/Upgrade firmware image securely from a TFTP server
execute restore image tftp FGT_60D-v6-build0366-FORTINET.out 192.168.1.992. Temporary Workaround & Hardening Configuration
If an immediate upgrade is not feasible, you must enforce custom password encryption whenever generating configuration backups to prevent the use of the hard-coded key.
# Generate a backup file encrypted with a strong custom password via CLI
execute backup config flash /var/backup/fortios_secure.conf custom_password_123!
# Restrict administrative access to trusted IP ranges only
config system admin
edit 'admin'
set trusthost1 10.10.10.0 255.255.255.0
next
end3. Log Audit & IoC Verification Commands
Audit administrative logs to detect unauthorized configuration backup downloads or access anomalies.
# Filter and display system logs related to backup operations
show log eventfilter
execute log filter category 1
execute log filter field subtype system
execute log display | grep -i 'backup'Stop Exposing VPN Ports to the Internet — Switch to Zero-Trust Access
Eliminate public-facing VPN concentrators and firewall management ports with identity-first Zero-Trust Network Access.
Technical Root Cause & Exploitation Mechanics
1. Vulnerability Overview & Root Cause
This vulnerability (CVE-2019-6693) arises from the use of a hard-coded cryptographic key within Fortinet FortiOS to encrypt sensitive data inside configuration backup files. When administrators generate a backup without explicitly defining a custom password, FortiOS defaults to using a static, built-in cryptographic key to obfuscate sensitive parameters. This design flaw allows anyone who obtains the backup file and possesses knowledge of the hard-coded key to reverse the encryption.
2. Exploitation Mechanics & Attack Scenario
The exploitation begins when an attacker gains read access to a FortiOS configuration backup file (.conf). This can be achieved through compromised low-privilege administrator accounts, insecure backup storage servers, or accidental exposure of configuration files. Using publicly known decryption scripts or tools containing the extracted hard-coded key, the attacker decrypts the backup file. This exposes sensitive credentials, such as user passwords (excluding the super-administrator password), SSL/TLS private key passphrases, and High Availability (HA) cluster pre-shared keys, enabling lateral movement and full network compromise.
3. Infrastructure & Business Impact
As a vulnerability listed in CISA's Known Exploited Vulnerabilities (KEV) catalog, CVE-2019-6693 poses a severe and active threat to enterprise networks. Exposure of SSL private keys allows attackers to perform man-in-the-middle (MitM) attacks or decrypt intercepted network traffic. Furthermore, compromised user credentials can facilitate unauthorized VPN access, bypassing perimeter defenses and leading to potential ransomware deployment or data exfiltration.
Official Vendor Advisories & References
Use of a hard-coded cryptographic key to cipher sensitive data in FortiOS configuration backup file may allow an attacker with access to the backup file to decipher the sensitive data, via knowledge of the hard-coded key. The aforementioned sensitive data includes users' passwords (except the administrator's password), private keys' passphrases and High Availability password (when set).
