Fortinet FortiClientEMS Remote Code Execution (RCE) Vulnerability via Improper Access Control (CVE-2026-35616)
Executive & SecOps Summary
SECOPS ASSESSMENTFortinet FortiClientEMS versions 7.4.5 through 7.4.6
An unauthenticated remote attacker can execute unauthorized code or commands with system privileges via crafted network requests.
Apply the official Fortinet security patch (version 7.4.7 or higher) immediately and restrict external network access to the EMS server.
Affected Products & Version Scope
Remediation & Live Workaround Commands
PATCH & WORKAROUND1. Apply Official Security Patches
Upgrade to the patched version as recommended in Fortinet's advisory (FG-IR-26-099).
- Recommended Version: FortiClientEMS 7.4.7 or higher
2. Temporary Mitigations (If patching is delayed)
If immediate patching is not feasible, implement the following workarounds:
- Network Segmentation & Access Control:
- Restrict access to the FortiClientEMS administration and communication ports from the public internet.
- Implement strict Access Control Lists (ACLs) to allow connections only from trusted IP addresses or internal management subnets.
- IDS/IPS & WAF Signature Updates:
- Deploy and update signatures on your network security devices to detect and block anomalous traffic targeting FortiClientEMS ports (e.g., default TCP port 8013).
Stop Exposing VPN Ports to the Internet — Switch to Zero-Trust Access
Eliminate public-facing VPN concentrators and firewall management ports with identity-first Zero-Trust Network Access.
Technical Root Cause & Exploitation Mechanics
This vulnerability (CVE-2026-35616) is caused by Improper Access Control (CWE-284) within Fortinet FortiClientEMS. The root cause lies in the insufficient validation of incoming requests, allowing authentication bypass.
An unauthenticated attacker can exploit this vulnerability remotely without any user interaction (AV:N/AC:L/PR:N/UI:N). By sending specially crafted requests to the vulnerable FortiClientEMS server, the attacker can bypass access controls and trigger unauthorized command execution or arbitrary code execution at the system level.
With a CVSS score of 9.8 and active exploitation in the wild (listed in CISA KEV with an EPSS score of 0.94), this vulnerability poses an immediate and severe threat to enterprise networks.
Official Vendor Advisories & References
A improper access control vulnerability in Fortinet FortiClientEMS 7.4.5 through 7.4.6 may allow an unauthenticated attacker to execute unauthorized code or commands via crafted requests.
